yeah you can as long as you keep working the muscle it will. When you enjoy worked the muscle it rips inside the protien builds and repairs the muscle. having protien powder or supplements just make the process a little easyier and faster.
You most certainly can build muscle lacking protein powder or other supplements. Protein powder is actually somewhat useless considering your average protein shake has 20 g of protein and you can bring back double that from a tuna sandwich. There are plenty of supplements worth taking out there most of which contain creatine. A lot of people detestation on creatine talking about how unsafe it is, but as long as you drink enough water day after day there are no serious risks. I hadn't taken any supplements my whole time until last year and I added about 65 pounds to my bench press surrounded by 2 months using a couple different types of creatine. If nothing else, getting a good supplement will obtain you in the gym regularly and you'll get results regardless of what you thieve.
